The HKSAR Government officially released the First Five-Year Plan for the Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030). This marks a significant milestone for Hong Kong in promoting high-quality economic development and fully aligning with the national “15th Five-Year Plan.” Within the grand blueprint of building an “international innovation and technology center” and fostering “new quality productive forces,” the Government has taken a comprehensive approach, deploying systematic strategies across multiple dimensions—including refining the I&T ecosystem, accelerating new industrialization, promoting the digital economy, and deepening synergy within the Greater Bay Area.

Particularly within the strategic layout of “Develop an International Hub for Science and Technology Co-operation,” Section 2.52, “Develop an international platform to facilitate exchanges among high-calibre academics and talent,” explicitly states:

“We will actively organise and participate in high-level international mega I&T events, bring together top-notch I&T talent and enterprises from around the world, and ensure the successful hosting of heavyweight international I&T events such as the World Internet Conference Asia-Pacific Summit, InnoEX (i.e. the flagship event of the Business of Innovation and Technology Week), the International Academicians Forum, and the Hong Kong World Youth Science Conference and Xiangjiang Nobel Forum, etc, with a view to bolstering our influence in the global innovation network.”

 

Hosted by the International Alliance of Academicians (IAA), the International Academicians Hong Kong Forum has been officially incorporated into the key flagship events of Hong Kong’s first Five-Year Plan. This recognition not only acknowledges the Alliance’s longstanding track record of gathering world-leading scientists and fostering cross-disciplinary frontier dialogues, but also reflects the Government’s firm resolve to leverage top international think tanks and lead I&T development through high-level opening-up.

 

As 2026 marks the commencement of the national “15th Five-Year Plan” and stands at the historic juncture of Hong Kong approaching the 30th anniversary of its return to the motherland, the International Academicians Alliance will take its inclusion in the Five-Year Plan as a new catalyst. We will comprehensively align with the Government’s long-term I&T policies, continue to leverage Hong Kong’s unique advantages of “enjoying strong national backing while being closely connected to the world,” and contribute core strength to Hong Kong’s development into a hub for high-end talent and a global hub for science and technology cooperation.
